Can I boot my intel macbook off a external USB DVD drive? - hard drive boot disk dvd players and drives

My internal DVD is shot, and not record. I am not under warranty, AppleCare, etc., and would cost a fortune to fix the internal drive. I have an external USB hard drive HP DVD. How can I start the installation CD in the drive and Mac Leopard?

Note: I can not on the Mac's hard drive. Only a part of Windows. THX
