Can a company sell shares of stock without being listed on a stock exchange? - stock exchange times

I am investigating a company that appears as a "pre-sale of shares.

They say that is on their website "Your participation in the profits from trade, and on the day of formal negotiations XXXXXX XXXX XX calculated in a major stock markets. The estimated time is defined in the next 2 years.

But now they are in the process are capital at a later Public Commercial in 2009.

Is this legal?

Why are you interested in small type, the risk of unreliable, unfounded address if it is a good place, well supervised and regulated companies in the stock market? Are you losing a multi-millionaire with money?
